CITY COMMISSION WORKSHOP MEETING

October 19, 2020

4:30 pm

This Commission Meeting was conducted utilizing Communications Media Technology in accordance with the Governor’s Executive Order. Some Elected Officials and Staff members were present in the Commission Chambers while others were present via the Zoom application to respect the social distancing guidelines.

   Mayor Bryant called the meeting to order at 4:30 p.m.

 

Mayor Bryant recognized the following City employees for their recent nominations as Employee of the Fourth Quarter:

·         Octavious Cole

·         Olga Wilson

·         Pam Simmons

·         Ryan LaRowe

·         Tarleena Robinson

 

Octavious Cole was acknowledged as Employee of the Fourth Quarter.   

 

  Half Cent Sales Tax Project List Update (M. Rayan, J. Freeman)

Jim Freeman, City Clerk, stated that there were no deletions or additions to the projects.  However, there were a few revisions to the budgetary figures concerning the paving, which are noted on page 3 and 4 included in the packet.  The projects with asterisks indicates that the Finance Department and Public Works require these projects to be completed for the up-coming Fiscal Year 2021.

Mr. Freeman addressed the three resolutions that will be discussed at the Commission Meeting at 7:00 p.m. tonight.  He stated that the resolutions will involve the approval for the Capital Improvement Plan (CIP) that was previously discussed, the Half Cent Sales Tax regarding the dollar amount revisions on the list, and the third resolution will establish a budget for the Half Cent Sales Tax.     

 

Commissioner Williams commented that the 14th Street Drive West’s paving proposed adjustment increased by $18,176 and asked Mr. Rayan, Public Works Director (PWD), for more detail.  Mr. Rayan replied that the Categories List was established years ago, and the prices were updated due to cost of living adjustments.  

 

Commissioner Williams inquired why Trinidad Way proposed adjustment decreased $27,779.  Mr. Rayan replied that the City was able to complete some of the labor and that reduced the initial price. 

 

Commissioner Varnadore requested the status of the Sutton Children’s Playground.  Mr. Rayan, PWD, responded that due to Covid-19 the project was delayed.

 

Commissioner Smith requested clarification on the projects that were completed.  Mr. Freeman answered that the list will be made available at the 7:00 p.m. Commission Meeting.

 

Scott Tyler, Chief of Police, discussed and shared the new renders of the Police Department Building and requested feedback from the Board.  The renderings will be made a part of the minutes.  The new renderings are based on previous feedback from Commissioners to soften the look and make it look more traditional similar to Carnegie Library and Sutton Park.  Chief Tyler asked for consensus regarding the exterior look of the building. 

 

Commissioner Williams expressed some concern about the flat roof.  Staff indicated the materials are much better, but they will follow-up with architects.

 

Commissioner Varnadore asked about solar.  Staff will bring that back to the architects.

 

Commissioner Smith asked about the brick color and stone of the building.     

 

Chief Tyler asked if we have general consensus to move forward based on discussion today.  All Commissioners gave consensus. 

 

Mayor Bryant adjourned meeting at 5:12 p.m.
